1. The board chose to keep existing groundwater level minimum thresholds (Alternative 1) and rejected raising them. After extensive public comment and stakeholder advisory committee (SHAC) input recommending Alternative 2 (and discussion of other hybrid concepts, including a proposed Alternative 3), both the Vina GSA board (3-2 vote) and the Rock Creek board (all ayes, no opposition stated) directed staff to carry forward Alternative 1 — retaining the 2022 GSP minimum thresholds with the addition of Local Management Levels (LMLs) set 20 feet below measurable objectives (per the adopted motion, which changed the original Alternative 1 proposal of 15 feet) on 14 of 29 monitoring wells. Staff was also directed to develop stronger, more prescriptive language around what actions would be triggered if groundwater levels hit those LMLs, with an example referenced from the Yuba sub-basin's approach. This means the regulatory "floor" stays where it has been, but a new early-warning layer is being added above it.
