1. Delayed Grant Reimbursements Are Adding Borrowing Costs As of August 31, the GSA had about $4.7 million in total accounts receivable, including delayed grant reimbursements from the California Department of Water Resources. Staff described a typical reimbursement lag of roughly four to six months and estimated that some expenses might have been awaiting reimbursement for around nine months.
