1. New Time-of-Use Rate Option Coming for Agricultural General Service Customers The board approved setting two public rate hearings (September 22 and September 29) for proposed changes to time-of-use (TOU) rate schedules. A new TOU rate schedule would be created specifically for agricultural general service customers, offering off-peak rate reductions of approximately 32.4% in summer and 15% in winter for those able to shift load away from peak hours. Currently about 88–100 customers fall in this class, and several have already expressed interest. Final board consideration is expected around October 6 after the public comment process concludes. This is a rate-neutral change — no overall rate increase is involved.
