1. Tier 1 Water Allocation Officially Retired
The Board approved Resolution 2025-11-XX, formally retiring all Tier 1 transitional water allocations to improve the GSA's standing with the State Water Resources Control Board. Approximately 45,000 acre-feet of unpaid Tier 1 allocation will be removed from the books, with only 200-211 acre-feet of prepaid Tier 1 water being honored and allowed to be used through the current water year. This action is designed to help the District get off probationary status and avoid state-imposed fees.
