1. Well metering recommended to the board — proposed deadline: end of the 2026–27 water year The Stakeholder Committee voted to recommend mandatory certified metering for all wells within the GSA, including house wells. The proposed deadline is the end of the 2026–27 water year. The committee also recommended a penalty of up to $10,000 per well for noncompliance. Neither the metering requirement, compliance date nor penalty is in force; each is subject to board action. Participants discussed preliminary meter-cost examples, but no standard price or funding program was established. They emphasized manufacturer certification. One participant said the State and Friant call for certification every three years, while Sausalito uses five years; Porterville has not set a recertification interval.
