1. Septic-to-Sewer Project Advances with State Grant Authorization The board adopted Resolution No. 1377, authorizing the General Manager to execute a financial assistance application and enter into a financing agreement for a septic-to-sewer construction project in the Lakeview Villas area (San Luis Rey and Ramon Road in Cathedral City). The project will convert just over 100 connections from septic systems to sewer. The City of Cathedral City is leading the planning and design phase under a Clean Water State Revolving Fund grant, while Desert Water Agency will lead construction and seek the construction grant. DWA will pay for construction work and be reimbursed by the state; staff stated DWA will not incur debt as part of the construction grant agreement, and staff will return to the Board before entering into the grant agreement. This project aligns with DWA's goal of ensuring water quality meets drinking water standards throughout its distribution system.
