The Board adopted Resolution No. ST GSA 26-02, which preliminarily fixes penalties of $500 per acre-foot for landowners who exceeded their individual water budgets in calendar year 2025. Total preliminary charges across the district come to approximately $1.8 million (down from $3.6M before screening out de minimis users). Affected landowners will receive mailed notices, and a formal public hearing will be held at next month's meeting (April). Landowners with multiple LLCs or parcels may be able to bundle credits and charges across ownerships to reduce or eliminate penalties — Director Jason Gianquinto encouraged affected parties to reach out to staff to discuss options before charges are finalized.
