1. 2026 Out-of-District Water Sale Program Approved — Pre-1914 Water Rights Constraints Remain The board unanimously approved a resolution authorizing water availability for the 10-year out-of-district water sale program for the 2026 irrigation season, set at $218.54 per acre foot with a minimum purchase of 18 inches. Staff projects around 12,500 acre feet of out-of-district sales this year, with a total between roughly 12,000 and 15,000 acre feet when including fringe district participants. Importantly, a member of the public asked whether the program could be expanded beyond pre-1914 water rights; staff indicated that changing this would require revisiting the agreement and would more appropriately be considered at the end of the 10-year term. Participants are reminded these contracts are subject to curtailment if full natural flow ends — staff noted they came close to that threshold last year. All turnouts for the program are now completed.
