The program operates on a 10-year permit cycle (currently transitioning from SMP 2.5 to SMP 3, expected to cover 2027–2036), with annual work plans submitted to state and federal regulators each April and in-stream heavy equipment work limited to June 15–October 15. Sediment removal, bank stabilization, vegetation management, and downed-tree handling are all conducted under strict environmental best management practices, including live fish relocation and nesting-bird surveys.
