1. Kern River Water Expected to Supply the Treatment Plant Through Year-End The State Water Project allocation remains at 45%, and total available Improvement District No. 4 (ID4) supplies are approximately 74,800 acre-feet. Kern River water continues to reach the Henry C. Garnett Water Purification Plant through the Buena Vista exchange and is expected to supply the plant through the end of 2026. Deliveries through September 2026 total approximately 54,200 acre-feet, while approximately 5,900 acre-feet of State Water Project water is projected to carry over into 2027.
