1. Cover Crop Policy Decision Delayed — Board Wants More Input Before Acting The Technical Advisory Committee (TAC) presented a proposal to modify the Groundwater Allocation Rule so that growers planting cover crops would receive additional Effective Precipitation credits (up to 2–3 extra inches depending on rainfall). The concern is that SGMA's remote sensing-based allocation system currently disincentivizes cover cropping because the transpiration from cover crops counts against a grower's groundwater allocation. Rather than approving the policy change at this meeting, the Board voted to have the Strategic Planning Ad Hoc Committee meet with TAC members first, then bring it back as an action item at the July meeting.
