Joint Powers Agreement (JPA) Moving Forward: The coordination committee approved recommendation that all 23 Groundwater Sustainability Agencies (GSAs) adopt the Joint Powers Agreement by Thanksgiving 2025, with an effective date of December 1, 2025. This will create a new governance structure to replace the current coordination committee and streamline groundwater management decisions across the Delta-Mendota Subbasin.
