The board adopted Resolution 2026-03 keeping groundwater fees at $2.51 per parcel and $3.44 per acre-foot of groundwater use, unchanged from the current year. However, the FY 2027 budget includes $150,000 for a fee study that will evaluate the "adequacy, equity, and legal defensibility" of the current fee structure. Growers should be aware that fee changes could come as early as FY 2028 depending on the study's outcomes and any subsequent Prop 218 process.
