1. Emergency Regulation Approved to Reallocate Uncommitted Water Storage Funds The Commission unanimously approved emergency regulations allowing flexible use of uncommitted WSIP funds provided under Proposition 4 for existing Water Storage Investment Program (WSIP) projects. This enables the Commission to provide supplemental funding beyond original awards to address inflation and additional public benefits, rather than relying solely on pro‑rata inflationary allocations. If approved by the Office of Administrative Law after submission on December 1, the regulation will become effective upon filing with the Secretary of State.
