A New Framework for Measuring Groundwater Consumption Is Being Proposed — It Will Affect How Every GSA Tracks Agricultural Water Use Zanjero presented a proposed methodology for estimating annual consumptive use of groundwater across all 16 GSAs in the Eastern San Joaquin sub-basin. For irrigated agriculture, the formula is: take evapotranspiration data from OpenET, subtract effective precipitation, then subtract surface water deliveries — the remainder is your groundwater consumption. This baseline (calculated from water years 2024–2026) will be used to measure whether demand reduction efforts are working in future years. The framework is designed to be simple, repeatable, and consistent across all GSAs so that progress can be compared basin-wide.
