Porterville Irrigation District GSA currently has only an estimated 10–15% well registration compliance — far behind every other GSA in the Tule Subbasin. Staff said outreach would include direct mailers and electronic notifications after Board direction/approval. If voluntary compliance is insufficient, the committee expressed support for considering a fine or penalty, potentially tied to the loss of groundwater allocation credits (valued at up to $500/acre-foot under SGMA authority).
