1. Visalia Well Mitigation Claim Recommended to the Board The committee voted to recommend funding domestic-well mitigation claim PID 12008, which had been under review for more than a year. The well is within Visalia city limits but is not connected to city water. It has been unusable since 2022; one measurement found only four feet of water above the pump intake. Consultant Georgina King said the claim met the program’s overdraft and post-January 1, 2015, criteria. The recommendation is to fund a replacement well to 350 feet, with drilling up to 400 feet if the driller justifies the additional depth to obtain sufficient water. The landowner would pay for additional depth sought without that justification. Staff plans to use the groundwater model to assess agricultural and city responsibility for the cost. A roughly 75% city share was mentioned as a possibility, not a determined share.
