The plan establishes four key focus areas: sustainability (securing water resources and conservation), operational excellence (workforce development and infrastructure), modernization (technology and equipment upgrades), and engagement (customer education and stakeholder partnerships). The plan includes 17 strategic objectives derived from 219 staff-identified actions and will guide capital investments, with progress reported monthly to management and annually to the Board.
