1. Anticipated canal-area moratorium and subbasin coordination
Staff outlined a possible two-phase State Water Board interim plan. Phase 1 would impose a pumping moratorium within two miles on either side of the Friant-Kern Canal. Staff expects a draft technical report around January 2027 and said a State Board vote could follow by April 2027. Phase 2 would address the rest of the Tule Subbasin through phased pumping restrictions toward sustainable yield. Staff projected a draft in summer or early fall 2027 and a possible vote and implementation in late 2027 or into 2028. These are anticipated steps, not an interim plan already issued.
