The annual GSA report showed the GSA area presented lost approximately 62,800 acre-feet of groundwater storage (40,000 from the upper aquifer, ~21,000 from the lower aquifer). This was driven by a below-normal water year, with groundwater levels in the upper aquifer dropping 4–5 feet and the lower aquifer dropping significantly more—40–50 feet in the hardest-hit areas south of the district boundary near Road 9 and Avenue 18½. Staff confirmed these are overdraft conditions.
