Despite a disappointing snowpack season — the biggest storm of the year was very dry and melted fast with nearly all snow below 8,000 ft already gone — Terra Bella is in a strong position. The district's carryover stands at 2,962 acre-feet, and the 12,000 acre-foot transfer agreement with Lower Tule River Irrigation District provides a substantial cushion. Even if Class 1 allocation drops from the current 100% (which is expected to settle around 70–80%), Terra Bella should have full water availability all year long with no need for rationing.
