Transitional allocations will decrease annually through 5-year step-downs until 2040 when only the 0.66 AF/ac native yield remains, native yield allocations are transferable between qualified parcels and carry over for up to 5 years on a rolling basis, monitoring uses quarterly Land IQ satellite data with annual reconciliation, and parcels must be 5+ acres and registered through the Watermark portal to qualify for allocations.
